Hills Raider, Jollang United win

ITANAGAR, Jul 29: Hills Raider and Jollang United FC won their respective match in the 9 Warriors 10th Independence Running Football Trophy today.

Hills Raider beat Remons FC by solitary goal while Jollang United FC defeated Sanglo Putung & Dokoso FC 2-1 in a keenly contested match at KV No 2 playground here.

Toko Tapa scored the winning goal for Hills Raider in 40 minute.

Scorers for Jollang United FC were Golo Sankar (20th min) and Tarh Taram (82nd min). The lone goal for SDFC was scored by Tai Nillling in 35th minutes, according to organizing committee.

 

ASBA to conduct selection trial

ITANAGAR, Jul 29: Arunachal State Badminton Association (ASBA) will conduct as selection trial to select the state team for Sub-Junior National Badminton Championships for both boys and girls under 13 and under15 categories in Rohtak, Haryana.

The selection trail will be conducted at Raj Bhawan Badminton Court on August 2 and 3. The interested players are asked to report on or before August one at Raj Bhawan Badminton.

 

APSLSA organizes legal awareness campaign

ITANAGAR, Jul 29: Arunachal Pradesh State Legal Services Authority (APSLSA) in collaboration with Action Aid Society Arunachal conducted a one day legal awareness campaign for the villagers and panchayat leaders under its the state plan of action of 2014-2015 at Datt (Jollang) village today.

District & Session Judge cum Member Secretary, State Legal Services Authority Budi Habung, OSD Dani Belo, Advocate Jumgam Jini dwelt on legal aid schemes and services, including AP Victim Compensation Scheme 2011, domestic violence etc.

Habung also highlighted about role of legal services authorities and their function.

Brouchers on legal aid were distributed among the villagers and panchayat members. Films on legal services authority’s mediation activities, domestic violence were also screened for the villagers on the occasion.

Around 50 villagers and the panchayat leaders including ASM the Nabam Rupa and AASA president Teetu Yoka attended the campaign.

 

Arunachal gets its 1st ITBP Asst. Commandant

ITANAGAR, Jul 29: Choyang Tsepa from Dirang Valley in West Kameng district became the first Assistant Commandant of Indo Tibetan Border Police (ITBP) among Arunachalees.

He passed out from prestigious Indian Tibetan Border Police Academy, Mussoorie on July 20 last after going through 50 weeks of rigorous training.

He won three awards, out of five, including the awards for “Best in Outdoor”, “Best in Conduct” and “Best in Endurance” presented by Subhash Goswami, Director General ITBP during the passing out parade.

A BE graduate from BVB College of Engineering, Hubli, he did his formal schooling from St. Paul’s  English School, Rangapara, Secondary from Govt. Sec School, Bomdila and Higher Secondary from RK Mission, Narottam Nagar, Tirap.

 

West Kameng DHS reviews performance

ITANAGAR, Jul 29: West Kameng District Health Society (DHS) has reviewed activities and performance under National Health Mission during 2013-14 and first quarter of 2014-15 in a meeting held under the chairmanship of West Kameng Deputy Commissioner recently.

The meeting discussed block wise problems faced in implementation of key components of NHM like JSSK, JSY, immunization, family planning, HBNC etc.

The block level officers were oriented on Intensified Diarrhea Control Fortnight.

The meeting was attended by District Level Officers from different line department such as Project Director (DRDA), E.E. Public Health Engineering, CDPO (ICDS), block level officers and PRI member (ZPM) Rupa.

 

Pre-cancerous gastric tumour removed at Samaritan Hormin Hospital

ITANAGAR, Jul 29: A large pre-cancerous gastric tumour measuring 5cm X 4cm was removed successfully by doctors of Samaritan Hormin Hospital, Naharlagun using endoscope from a poor patient who was referred to outside state for treatment. Samaritan Hormin Hospital has been performing many other therapeutic endoscopic procedures like colonoscopicpolypectomy, endoscopic variceal ligations for esophagealva-rices, removal of foreign bodies from the esophagus at a very minimal charge besides performing basic and advanced endo-laparoscopic procedures for kidney and related stones.  Such endoscopic procedures were never performed earlier in our state due to lack of facilities and technical expertise. The availability of such treatment within state will help patient especially poor people will get benefit.

 

Relief distributed to fire victims

ITANAGAR, Jul 29: The Hirik Hiru Students Union (Kamba) and Arunachal Pradesh Building & Other Construction Workers Welfare Board have distributed relief materials to the victims of Libu Bene fire accident of Kamba town.

Five families were rendered homeless in a devastating fire that broke out at Libu Bene village near Kamba town in the morning of July 27.

While distributing the relief materials, HHSU members urged the villagers to take utmost care and precautions while handling fire.

Former HHSU leader and Assistant Professor Nyado Nomuk also present on the occasion and educated the villagers about global warming and its impact on planet earth planet. He also cautioned against wild fire as monsoon is yet to fully arrive in their area.

The HHSU also reminded the administration regarding early establishment of a fire station at Kamba. He also appealed to the local MLA, ZPM, Anchal Chairperson and well wishers to come forward and extend helping hands to the affected people for their quick rehabilitation.

 

Society organizes BLOTP for farmers

ITANAGAR, Jul 29: The Manghi Welfare Society (MWS) conducted a base level orientation training programme (BLOTP) for farmers clubs in nine villages of the area under Sangram subdivision in Kurung Kumey district from July 20 to 25 last. The programme was conducted under NABARD’s farmers’ club programme in which nine of the farmers’ club participated in it.

DDM NABARD, OP Mounglang, guided the farmers on various policies and programme of NABARD.

The participants interacting with the DDM NABARD requested him to sanction various programmes on poultry, piggery, fisheries and vegetable farming as well as for exposure visits.

 

Councilor seeks compensation

ITANAGAR, July 29: Claiming that today morning’s heavy rainfall has flooded Naharlagun Market Area and Damsite owing to which many properties have been lost, the Councilor of Ward no. 28, Itanagar Municipal Council Tame Kunia has requested the concern authority to depute team to access the property damaged.

He also asked for providing compensation to the victims.

 

ASM calls for inclusion of Koloriang CD block in BLSC

ITANAGAR, Jul 29: The Anchal Samiti Chairperson, 8th Upper Koloriang, Kurung Kumey district, Riya Yagu has called for inclusion of project proposal of Koloriang CD block.

In its complaint letter to the chief secretary, while claiming that the Block Level Screening Committee (BLSC) was not conducted against Koloriang CD Block, it asked the CS for his intervention into allowing to conduct BLSC to review the proposal.

 

Nurses urged to serve with human touch

ITANAGAR, Jul 29: The first extended central executive committee meeting of All Arunachal Pradesh Auxiliary Nurse Midwifery Cadre Welfare Association (AAPANMCWA) was held at Naharlagun yesterday.

Addressing members of the association, Secretary General of Confederation of Service Association of Arunachal Pradesh (CoSAAP) Pate Marik exhorted the nurses to discharge duties with outmost sincerity and dedication and follow the principle of Florence Nightingale, who served the society with a human touch.

Marik, who was felicitated by the association in reorganization of his constant support and guidance to the nursing community, assured to render his service for further growth of the association and advised the nurses to learn other ministerial working system of the government departments for their own benefit.

Earlier, the association posthumously felicitated founder president Sister Tadar Yado with memento in recognition of her dedicated service for growth of the association. He served as president of the association from 1995 to 1997.  The memento was received by her son.

Former presidents Sister Lod Yami,  Sister Tadar Yaper, Sister Yanga Digbak and former secretaries Sister Yempol Pertin, Sister Nikh Yaram Techi were also felicitated by presenting mementos.

Sister Yape Mugli Taji was also felicitated as the best worker of the nurses for her constant support and coordination and Techi Taab and Vijay Dupit for their constant support for the association.

Earlier, the nurses pledged to perform their duties with missionary zeal to give new hopes and lives to the suffering humanities.

The meeting was chaired by its President Sister Namney Mena.

Rs. 147.85 lakh flood relief released for Lohit

ITANAGAR, Jul 29: A total amount of 147.85 lakh had been sanctioned during the financial year 2012-13 as flood relief for Lohit district. This was informed by Relief and Rehabilitation minister in a written reply in the Assembly yesterday. Giving  details about released fund, the Relief and Rehabilitation Minister said that  the department of disaster management had allocated the fund to the deputy commissioner, Tezu (Rs 37, 50,000), additional deputy commissioner  (Rs 15, 35, 000) and executing agencies like WRD, Tezu  (Rs 95,00,000). The fund was not released constituency-wise, the minister  added.

The minister informed this when MLA Dr Mohesh Chai in a written question wanted to know  the total amount sanctioned for flood relief for the financial year 2012-13 in Tezu assembly constituency.

SPA fund: In a question of Opposition leader Tamiyo Taga (BJP), the Planning ministry informed in written reply yesterday that the union ministry of Finance had released Rs 200 crore under Special Plan Assistance (SPA) during 2012-13. Informing that the state Govt does not allocate SPA fund constituency-wise, the Planning ministry further disclosed that after identification and preparation of projects to fill the critical infrastructure gaps of different sectors, the funds are released to departments and agencies for implementation of projects. The SPA fund -2012-13 had already been released by the planning department to the concerned department for project implementation, it added.

MLA Taga wanted to know the total amount sanctioned under the SPA schemes by the Centre for -2012-13 financial year and whether the sanctioned fund had been released by the State Govt or not.

CAMPA fund: Since March 2009 to 2014, the department concerned has received a total amount of Rs 9,886.84 under CAMPA. This was informed in a written reply by forest minister to MLA Wangki Lowang in the Assembly.  

Road condition: In reply to a star question of Wangki Lowang in the  Assembly yesterday, PWD minister admitted that major portion of roads from Deomali to Dirok and Deomali to Soha circle headquarter is in dilapidated condition and needs urgent renovation. The minister further informed that improvement of Deomali to Dirok road has been listed in 12th plan projects of NEC and Deomali to Soha road is being proposed under RIDF for renovation.

 

 

Enhancement of Govt staff retirement age under consideration’

ITANAGAR, Jul 29: The Chief Minister Nabam Tuki yesterday informed the Assembly that the state Govt is examining the feasibility to increase the retirement age of Govt employees from existing 58 years to 60 years.

Replying to a supplementary of BJP MLA Kaling Moyong on the 3rd day of the Sixth Legislative Assembly, the Chief Minister said the matter is under active consideration of the Govt. The Govt would take an appropriate decision after detailed examination and getting relevant information from the department, the CM added.

Moyong in his question asked whether the state government has taken any decision to revise the service length of Arunachal Pradesh government officials from 58 to 60 years. He informed that most of the state in the country have increased the service length of government official including the North Eastern State such as Tripura and Sikkim from 58 to 60 years, Assam from 59 to 60 years, Nagaland  from 57 to 60.

It is said that the government has implemented six pay commission in Arunachal Pradesh in toto but in reality it is not so. As per the recommendation of Six Pay Commission the retirement age of government officials should be 60 years and also the service length of centre government employee in the country is 60 years but it seems that the state government is yet to implement the recommendation for extension of service length from 58 to 60 years, Moyong said.  He urged the CM to consider the extension of service length of state government officials from age of 58 to 60 years.

 

 

Delay in fogging drive in East Siang due to non-availability of fogging machine

ITANAGAR, Jul 29:  The growing cases of Japanese Encephalitis (JE) in the neighboring state as well as some reported cases in some areas of the state bordering Assam, has created a short of panic and concern among the common denizens of East Siang District and the delaying of fogging drive this season in the district headquarter Pasighat and its region has added worries regarding non-preparedness against the diseases.  

When contacted, East Siang District Medical Officer Dr. Dubom Bagra said that, the fogging machines of the district was taken to general hospital Naharlagun last year and the machine is said to have got defected. Due to non-shipment and replacement of the machines from the other end at Naharlagun despite several reminders, the fogging drive couldn’t be started on time, informed Dr Bagra.

On the question of preparedness regarding threat from JE, Dr. Bagra replied that, Rapid Respond Team is ready to combat any threat and High Priority Laboratory at General Hospital Pasighat is there to do the needful. A departmental meeting of all CHCs, PHCs, SHCs were held at DMO office chamber yesterday.

Dr. Bagra informed that District Vector Borne Officer Dr. Tarik Talom would go to Itanagar shortly for the purpose of procuring the fogging machine.

When asked about a case of JE reported in Seren, Dr Bagra said that, Monica Tanti, a lady teacher at KGBV Seren originally from Lakhimpur Assam is suspected to be infested with the JE just after two days of returning from Assam. The incubation period occurred during her stay at Assam and now she is said to be being treated at Guwahati. Mebo-Sub-division facing drought like situation due to scanty rainfall

ITANAGAR, Jul 29: The farmers of Ngopok, Kiyit, Borguli and Ayeng villages of Mebo sub-division of East Siang district said that they are facing partial drought-like situation in the area due to scanty rainfall this season.

The farmers could not cultivate several hundred hectares of WRC fields in the region this season due to deficient rainfall.

These villages are well known for their bumper rice production every year in entire East Siang district. But owing to scanty rainfall in the planting season, the rice production would be adversely affected this year and supply of rice from the said villages to some sections of the society living in Pasighat and Itanagar who are dependent on rice supply from these villages would also be affected.

The state government needs to initiate effective steps to deal with the calamity in the larger interest of the farming community of the region in particular and the state in general.

Meanwhile, considering the situation as grave, WRD officers including  Executive Engineer Dengom Padung, AE Bising Darin, JE Mano Tayeng, ZPM Mebo-Banggo Oling Perme and PRI leaders including ASM Ngopok (upper) Angung Perme visited the WRC field of affected villages to get first hand information.

The team emphasized that adequate funds are required to tap sufficient water from perennial rivers like Ngopok Korong and other rivulets through construction of proper irrigation channel so that the farmers of the area could cope with such drought like situation in near future.

Drug awareness seminar for students and parents

ROING, Jul 29:  The Enjalu Menda Women's Empowerment Forum (EMWEF) and the Dibang Adi Women's Association (DAWA) hosted a 4-day Drug Awareness Seminar for Students and Parents, July 26, at Bolung Musup (Community Hall).

While there is no easy solution to drug abuse, especially in youths; parent's support may help children deal with addiction by influencing their views and behaviour regarding drug use, according to Danggap Perme, President, DAWA.

"Youths are exposed to drug through media, peer and family pressure.

Since the youths are our future, their lethargy is a great concern for our society," said Perme in her welcome address.

The most important aspect of child development is their attempt to develop an identity for themselves. When they successfully navigates through this crisis, and develop clear understanding of who they are, then they emerge as healthy citizens, according to Dr Manaya Mena, President, EMWEF.

"The parent's role is to help, guide children during this time of crisis so that the children do not become disconnected from society, and take to drugs," she said.

Deliberating on 'Drug Awareness and its implication on Health', Mumtak Passing, Secretary, DAWA said drug abusers are often mistaken as irresponsible, lacking morals and willpower.  However, to quit drug addiction takes more than good intentions or a strong will. Adequate awareness on drugs and its implications can help prevent drug abuse and help addict lead productive lives, said Passing.

Peer pressure is another factor that may contribute to youth's addiction to drugs, said Bulia Pulu, legal advisor, EMWEF. "A child is more likely to take risks like drugs and alcohol, being influenced by the kind of companion," she said and advised the parents to encourage the positive aspects of peer pressure.

The intense deliberations were followed by display of simple physical exercises to lighten the mood by Desai Linggi, Principal, Nani Maria School.

 

 

Younger generation urged to preserve traditional dresses

KHONSA, Jul 29: An exhibition showcasing the rich indigenous traditional dresses of Tirap was organized by the Tirap district administration under the aegis of Northeastern Zonal Cultural Centre, Dimapur and the Directorate of Art and Culture, Naharlagun at Town Club here yesterday.

Speaking on the occasion, Tirap Zilla Parishad Chaiperson Chawang Lowang said that the onus is on every to preserve, protect and promote the rich legacies of the district handed down to the people by their ancestors. He exhorted all to spare no effort to preserve the rich traditional dresses of the Noctes and the Tutsas.

He said that there was an urgent need for creating an awareness regarding the importance of preserving and promoting the traditional dresses used mostly during the festivals. He assured of all possible help and support from his side for the cause of popularizing the traditional dresses of Tirap district.

Earlier, officer in-charge of Tirap District Art and Culture office and overall coordinator of the event Denhang Bosai told the huge gathering that the Noctes and the Tutsas had inherited a rich cultural heritage from their ancestors for which they should be proud of adding that if they could not carry forward the invaluable and rich legacies for the coming generations then history would dump them into oblivion and the two tribes would vanish from the face of the earth without living any footprints on the sands of time.

He said that no outsiders would come and safeguard their traditional dresses and their traditional systems saying that the onerous onus of preserving and further improving their dresses was on them.

While thanking Tirap Deputy Commissioner Kamlesh Kumar Joshi for reposing his unflinching faith in him to organize the mega event with a limited fund, Bosai said that without the constant advice and guidance of the DC it would not have been possible on his part to hold such a mega event which was a huge success in the end thanks to the glittering performances of the participants and the support of the people. There were two rounds of displaying indigenous traditional dress of Tirap viz fully traditional round and modern version of traditional round. All those who witnessed the show were left awe-struck in wonderment.

Popular singers of Tirap enthralled the huge gathering with their perfect rendition of Nocte, Tutsa, Ollo Nocte and Hindi songs. Famous singers from the district, namely Sanwang Hosai, Mili Singh Lowang, Hatwang Hosai, Hangthian Tekwa, Watsen Bangsia, Techa Lowang, Nali Janpi and Sira Meto mesmerized the huge music aficionados with their foot-tapping songs. Sanwang Hosai efficiently anchored the programme.

The programme, especially the show-casing of indigenous traditional dress was beautifully choreographed by the popular choreographer of Tirap Mohini Hosai. She was applauded by all for her near professional choreography. The stage was decorated with an ethnic touch by the well known Sculptor and Fine Arts Artist Manwang Lowang, an alumnus of the famous Vishva Bharati University, Shantiniketan.

The event was witnessed by Tirap DC, CO, 1st Assam Rifles, HoDs, PRI leaders, students and public. The event was indeed a huge success in terms of acquainting the young boys and girls with their traditional dresses about which they have little or no idea. DIPRO

 

 

Association appeals CM to intervene on shifting of NHPC ED office

ITANAGAR, Jul 29: NHPC Contractors’ Welfare Association (NCWA) opposed shifting of Executive Director NHPC, Regional Office from Itanagar to Guwahati and conversion of Regional Office, Itanagar into a liaison office.

The association said that various local contractors are engaged in NHPC services and also providing vehicles to NHPC on hire basis along with engagement in small petty contract works and other civil works. In case of closure of Executive Director Office, Itanagar, the contractor community would face a lots of difficulties even to get a petty contract work.

It said that the state government has awarded numbers of projects to NHPC within the state, so decision to  shut down the Executive Director office, Itanagar and handle the entire episode of the state from other state is uncalled for.

Taking the grievances of the contractors, the NHPC contractor association appealed to the Chief Minister to intervene and direct the NHPC authorities to recall their decision to close Regional Office, Itanagar and also cancel the transfer order of Executive Director, RO, Itanagar to Guwahati adding  that shifting of office from one state to another state would also spread wrong message to NHPC and other power developers regarding the state of affairs of the state.

UAAEA too opposes

The Unemployed Arunachalee Automobile Engineers’ Association (UAAEA) has demanded cancellation of posting of NHPC executive director to Guwahati.

In its letter addressed to the chief minister, while saying that NHPC Ltd has closed its regional office, Itanagar and converted it into liaison office and also shifted and posted ED, RO, Itanagar to Guwahati to look after NHPC’s projects in NE states from Guwahati, Assam, it said that the shift has  worsened the unemployment problem of the state.

 

 

Media fraternities slams illegal dismissal of union leader

ITANAGAR, Jul 29: The International Federation of Journalists (IFJ) joins affiliates the Indian Journalists Union (IJU) and the National Union of Journalists (India) in condemning the illegal dismissal of respected union leader Geetartha Pathak from the Assam Bani on June 19. The IFJ and its affiliates say the action is a direct and deliberate attack against Pathak’s trade union activity and have called for his immediate reinstatement.

Pathak, also the secretary of IJU and the President of Journalists Union of Assam, has  worked in the newspaper published by the Assam Tribune Group of Publications for 27 years and was assistant editor when his services were terminated. The media house had issued Pathak with several “show-cause”notices and warnings but despite responding to those notices, his services were summarily terminated without any inquiry or any other due process of law.

The IJU President SN Sinha in a letter to the newspaper management said: “The reason for dismissing Geetartha Pathak is because he has been taking a keen interest in the affairs of the employees’ union. He has been made a victim for his activities  and it is a baseless and frivolous reason to dismiss someone after 27 years of service.”

Describing the action as a “witch hunt”, the IJU said the dismissal was: “Nothing but victimization for trade union activity.”

The IFJ, IJU and NUJ (India) call upon the management of Assam Tribune Group of Publications to immediately reinstate Mr Pathak. The NUJ (India) Secretary Pramod Saini said: “We call upon the immediate withdrawal of all false charges levied against Pathak and that he is immediately reinstated. If there are any cases charged against him, we ask that you follow the due process of law and uphold the principles of natural justice.”

The IFJ said this was a clear breach of his right to union activity and that the South Asia Media Solidarity Network, comprising all the key unions in South Asia, had also strongly criticized the actions of the Assam Tribune Group in its resolution last week. “The IFJ calls on all Indian journalists and our colleagues in the region to back our journalist colleague and his right to union activity and call for his reinstatement by the Assam Tribune Group.”

 

 

Eagle Trophy Football Tournament begins on Aug 3

CM’s XI to take on BTFC in opener

ITANAGAR, Jul 29: Last year’s finalist Bamang Taji FC (BTFC) will take on Chief Minister's IX in the opening match of the fifth state level Eagle Trophy Football Tournament at Rajiv Gandhi Stadium, Naharlagun on August three.

Organized by Arunachal Pradesh Football Association, the two-week-long tournament will witness nine clubs from across the state, including defending champion ITBP, divided into two groups, vying for the top honour.

Bamang Taji Football Club, 19th Nyapin Football Club, Football Club Doimukh, Todo United FC, Chief Minister’s XI make up group “A” while group “B” comprises Capital Complex Sporting Club, Gangte Togung Sporting Club, Gora Makik Sporting Club and Indo Tibetan Border Police (ITBP).

The winner and runner up of each group will advance to semifinals in which the winner of each group will play against the runner up of another group.

The organizing committee has decided to impose stricter rules on players throughout the tournament this time and “disciplinary actions” will be initiated against erring players within an hour after receiving complaints.

The semifinals will be held on August 12 and 13 and final will be played on August 15.

Potential game changing policies

Giving major relief to the people living in foothills area who often face multiple problems due to constant boundary clash with Assam, Chief Minister Nabam Tuki yesterday informed state assembly that Govt. is proposing to set up special economic zones (SEZs) in foothills areas. This is being done particularly to enhance the economic activity of the people living in boundary area. Chief Minister further disclosed that the Central Government in principle has approved the East-West Corridor to boost economic activities along the foothills areas.

 The survey and investigation for the ambitious project would be carried out this fiscal year. CM also added that special thrust was given on border area development in the budget. It was aimed to check migration of people from international borders to urban areas and simultaneously develop those areas. If properly implemented these two policies has potential to change the life of Arunachalee citizens living along international and national boundaries. Majority of the land of foothill area is being encroached by Assam. Government of Arunachal has not been able to safeguard the interest of citizens of foothill area. However if SEZ is established it will end encroachment activities and also provide employment opportunities. On the other hand population at international boundary has been thinning due to massive migration to urban areas. If indeed government develops border areas in true spirit, it will not only stop migration but will also open up the window of job opportunities for the local population.

Since many years it is reported that some people have been solem­nizing local indigenous festivals killing Mithun without maintaining proper ritual. Yes, killing not sacrifice. Because in absence of proper rituals, mithuns or any animals can’t be sacrificed. They can only be killed.

At one point of time, “Loss of Culture is Loss of Identity” used to be the slogan. Well many seems to have understood the gravity reading between the lines. It is a good indication. Such friends ought to come one more step closer and add “Loss of faith is loss of culture”.

I salute my brothers who are doing their best for common culture, practice to preserve their original indigenous, eternal, culture and faiths, handed over to them since innumerable generations, and I appeal them to keep it up.

We are tribal having our own ways of life and uniqueness. This uniqueness is our speciality, beauty and identity. People from other corners visit our land to know and enjoy our uniqueness and not to see us initiating them or even some times misrepresenting their ways. So I appeal to people of Arunachal to maintain their own identity and culture and also support common culture like Abotani festival.

Foothill road connectivity

Dear Editor,

This is regarding your July 21st edition in which there was a news regarding proposal for foothill road connectivity. First of all, I would like to thank Kiren Rijiju for taking up such a commendable job. It is like a dream come true for foothill people of Arunachal Pradesh as they had hoped for last three decades.

Since 80’s, I have heard from our elders that some genuine people have been demanding foothill road connection but due to lack of strong political will among political leaders till today entire Arunachal people are suffering.

There are three aspects of benefits for entire Arunachal if foothill inter-districts road connectivity come into existence. First, we could safely reach our destination during emergency medical cases even if there is bandh call in Assam. Secondly, we can save time and money by avoiding long distance by travelling through Assam. Thirdly, during the interstate dispute between Assam and Arunachal, our police & paramilitary force can reach on time to prevent any untoward incident.

In addition to this, vegetables and other agriculture product from foothill can be marketed easily.

I also request our honourable Chief Minister to kindly take some bold and concrete steps to implement this project to be completed in time bound steps. Construction along foothill area is not a costly affair and general people will also donate land.

Stop the illegal mining activity along the river beds

Dear Editor,

Through the columns of your esteemed newspaper, I would like to place my concerns on rampant illegal mining activities carried out by Pvt. Construction Companies of 4-Lane Highway Project & Trans-Arunachal Highway Projects under Papum Pare District in complete violation of the Arunachal Pradesh Minor Mineral Concession Rules 2002. These Private Highway Construction Companies have illegally setup Stone-Crusher Units at various places nearby the rivers Pare (Sagalee to Doimukh), Panior (Hoj to Doimukh), Nyorch (Yupia to Naharlagun), Jote-Poma & Hollongi for the procurement of Minor Minerals for their construction activities.

The operation of Stone Crusher Units illegally is not only damaging the major rivers of Papum Pare District but also causing huge revenue leakage for the Department of Geology & Mining, Govt. of Arunachal Pradesh. Moreover, illegal operation of Stone Crusher Units are creating nuisance for the people through Air & noise pollution causing threat on local inhabitant’s health.

Further, the illegal acts of the two Pvt. Highway Construction companies are not confined to establishment of Stone Crusher Units but also they are illegally diverting the flow of rivers course by deploying excavators for digging and extraction of minor minerals which is affecting the river life to a large extend.

The Pvt. Highway Construction Companies of 4-Lane Highway Project & Tans-Arunachal Highway Projects are dumping earth waste recklessly at Pare, Panior and Hollongi rivers. The Earth waste are flowing in the rivers with the rainfall water causing manmade flood damaging the crops and paddy field of inhabitants settled in downstream area at Hollongi & Villages of Assam adjoining Hollongi-Assam Arunachal inter-boundary area. This earth waste flow has made the river water muddy whole round the year affecting the river life causing ecological imbalance.

The Pvt. Highway Construction Companies do have some moral & legal responsibility towards the people and state which should be taken into consideration by its proprietors so that the affected people don’t react to its illegal acts and create hindrance for the construction companies of underway two big Highway roads Project of the state.

Besides, the purpose of creation and recruitment of Assistant Mineral Development Officers (AMDOs) & Mining Guards (MGs) have failed to bring any positive outcome rather they are unable to prevent irreparable damage to the environment and exploitation of available natural resources in the river beds by individuals, public, enterprises & Pvt. Companies. Merely withdrawing their monthly salary would not help the state government of Arunachal Pradesh to generate revenue for the state. The Officer Concerns of Department of Geology & Mining, Govt. of Arunachal Pradesh should strictly check, monitor and regulate any illegal mining operation in the districts for welfare of the people, environment and State in collaboration with the District Administrations & Police to book the violators as per law of the land instead of earning easy money by misusing their official position by excusing the violators.

As a concern citizen of Papum Pare District we request the District Administrations, Department of Geology & Mining, Govt. of Arunachal Pradesh District and concern MLAs to initiate all necessary action against the violators to immediately stop all illegal mining activities going under Papum Pare District and at the same urge the concern Youths, public, Students Unions and public leaders to place their concern against such illegal practice.

The mute organisations, individuals and PDS

Dear Editor,

This in response to headline “Infamous PDS scam investigation on snail pace”. The issue was in vogue when I was a small child but even today the issue is not yet solved even though I have grown up enough! PDS scam which occurred more than 10 years ago is still under investigation. There was a time when many organisations raised their voice against this issue but today everyone is mum. It seems organisations and individuals have forgotten about this issue.

All those accused allegedly involved in PDS scam are roaming freely. All accused comprised of business men, bureaucrats, contractors and politicians are living a luxurious life after misusing public properties without fear and hesitation. They know very well that they won’t be punished and government does not have proper law in place.

 Such delays in delivering justice not only encourage the perpetrators but also help develop invincible fearless culprits and hopelessness among the society. Hence I would like to request all MLAs and ministers to bring solution to  such a huge problem and frame effective rule in this legislative Assembly session.

And also exemplary punishment should be given to accused if found involved so that no one dares to involve in corruptions and scams.

Not all are same

Dear Editor,

In the Reader’s Forum section of 25th July, Vijay Taram has written open letter to the CM of the state wherein he has stated that the CM should stop creating new Circle HQ and stop recruiting new Circle Officers as the existing Officers are sufficient enough to man all necessary posts.

Also he has bestowed his advice of appointing more judges so as to minimize the hardship faced by litigants in travelling, whenever they are summoned to far of courts at Tezu, Aalo etc.

Also he has given the example of Ushain Bolt in depicting the over eager attitude of Administrative Officers in pleasing the CM, MPs and MLAs. His suggestions are good and needed very much in today’s time but Taram should keep in mind that all Officers irrespective of departments are not the same. There are honest and good officers in all Departments. Just because a few officers rushed out to meet VIPs does not mean that all officers are mere chamchas. There are really good and honest Cos, EACs, ADCs and DCs who need not come under the umbrella of Chamchas.

Creating xyz circle HQs on mere whims and fancy without basic infrastructure won’t solve the people’s problems. It is rather a punishment for the officer posted in such circles and it doesn’t serve the purpose.

Yes judiciary and executive should be divided and it is being done in a pace rather slow; and moreover the executive magistrate was never paid a single penny for carrying out the duties, whether weak or strong of the Judicial magistrate.

So in due course of time, change will come and the state will witness more if not full appointment of judicial magistrates/ judges and well wishers and citizens will often see more open happy days.
