APSLSA organizes legal awareness campaign
ITANAGAR, Jul 29: Arunachal Pradesh State Legal Services Authority (APSLSA) in collaboration
with Action Aid Society Arunachal conducted a one day legal awareness campaign for
the villagers and panchayat leaders under its the state plan of action of 2014-
District & Session Judge cum Member Secretary, State Legal Services Authority Budi Habung, OSD Dani Belo, Advocate Jumgam Jini dwelt on legal aid schemes and services, including AP Victim Compensation Scheme 2011, domestic violence etc.
Habung also highlighted about role of legal services authorities and their function.
Brouchers on legal aid were distributed among the villagers and panchayat members. Films on legal services authority’s mediation activities, domestic violence were also screened for the villagers on the occasion.

Arunachal gets its 1st ITBP Asst. Commandant
ITANAGAR, Jul 29: Choyang Tsepa from Dirang Valley in West Kameng district became the first Assistant Commandant of Indo Tibetan Border Police (ITBP) among Arunachalees.
He passed out from prestigious Indian Tibetan Border Police Academy, Mussoorie on July 20 last after going through 50 weeks of rigorous training.
He won three awards, out of five, including the awards for “Best in Outdoor”, “Best in Conduct” and “Best in Endurance” presented by Subhash Goswami, Director General ITBP during the passing out parade.

ITANAGAR, Jul 29: The Hirik Hiru Students Union (Kamba) and Arunachal Pradesh Building & Other Construction Workers Welfare Board have distributed relief materials to the victims of Libu Bene fire accident of Kamba town.
Five families were rendered homeless in a devastating fire that broke out at Libu Bene village near Kamba town in the morning of July 27.
While distributing the relief materials, HHSU members urged the villagers to take utmost care and precautions while handling fire.
Former HHSU leader and Assistant Professor Nyado Nomuk also present on the occasion and educated the villagers about global warming and its impact on planet earth planet. He also cautioned against wild fire as monsoon is yet to fully arrive in their area.

Society organizes BLOTP for farmers
ITANAGAR, Jul 29: The Manghi Welfare Society (MWS) conducted a base level orientation training programme (BLOTP) for farmers clubs in nine villages of the area under Sangram subdivision in Kurung Kumey district from July 20 to 25 last. The programme was conducted under NABARD’s farmers’ club programme in which nine of the farmers’ club participated in it.
DDM NABARD, OP Mounglang, guided the farmers on various policies and programme of NABARD.
The participants interacting with the DDM NABARD requested him to sanction various programmes on poultry, piggery, fisheries and vegetable farming as well as for exposure visits.

ASM calls for inclusion of Koloriang CD block in BLSC

Nurses urged to serve with human touch
ITANAGAR, Jul 29: The first extended central executive committee meeting of All Arunachal Pradesh Auxiliary Nurse Midwifery Cadre Welfare Association (AAPANMCWA) was held at Naharlagun yesterday.
Addressing members of the association, Secretary General of Confederation of Service Association of Arunachal Pradesh (CoSAAP) Pate Marik exhorted the nurses to discharge duties with outmost sincerity and dedication and follow the principle of Florence Nightingale, who served the society with a human touch.
Marik, who was felicitated by the association in reorganization of his constant support and guidance to the nursing community, assured to render his service for further growth of the association and advised the nurses to learn other ministerial working system of the government departments for their own benefit.
Earlier, the association posthumously felicitated founder president Sister Tadar Yado with memento in recognition of her dedicated service for growth of the association. He served as president of the association from 1995 to 1997. The memento was received by her son.
Former presidents Sister Lod Yami, Sister Tadar Yaper, Sister Yanga Digbak and former secretaries Sister Yempol Pertin, Sister Nikh Yaram Techi were also felicitated by presenting mementos.

‘Enhancement of Govt staff retirement age under consideration’

ITANAGAR, Jul 29: The Chief Minister Nabam Tuki yesterday informed the Assembly that the state Govt is examining the feasibility to increase the retirement age of Govt employees from existing 58 years to 60 years.
Replying to a supplementary of BJP MLA Kaling Moyong on the 3rd day of the Sixth Legislative Assembly, the Chief Minister said the matter is under active consideration of the Govt. The Govt would take an appropriate decision after detailed examination and getting relevant information from the department, the CM added.
Moyong in his question asked whether the state government has taken any decision to revise the service length of Arunachal Pradesh government officials from 58 to 60 years. He informed that most of the state in the country have increased the service length of government official including the North Eastern State such as Tripura and Sikkim from 58 to 60 years, Assam from 59 to 60 years, Nagaland from 57 to 60.
It is said that the government has implemented six pay commission in Arunachal Pradesh in toto but in reality it is not so. As per the recommendation of Six Pay Commission the retirement age of government officials should be 60 years and also the service length of centre government employee in the country is 60 years but it seems that the state government is yet to implement the recommendation for extension of service length from 58 to 60 years, Moyong said. He urged the CM to consider the extension of service length of state government officials from age of 58 to 60 years.

The farmers could not cultivate several hundred hectares of WRC fields in the region this season due to deficient rainfall.
These villages are well known for their bumper rice production every year in entire East Siang district. But owing to scanty rainfall in the planting season, the rice production would be adversely affected this year and supply of rice from the said villages to some sections of the society living in Pasighat and Itanagar who are dependent on rice supply from these villages would also be affected.
The state government needs to initiate effective steps to deal with the calamity in the larger interest of the farming community of the region in particular and the state in general.

While there is no easy solution to drug abuse, especially in youths; parent's support may help children deal with addiction by influencing their views and behaviour regarding drug use, according to Danggap Perme, President, DAWA.
"Youths are exposed to drug through media, peer and family pressure.
Since the youths are our future, their lethargy is a great concern for our society," said Perme in her welcome address.
The most important aspect of child development is their attempt to develop an identity for themselves. When they successfully navigates through this crisis, and develop clear understanding of who they are, then they emerge as healthy citizens, according to Dr Manaya Mena, President, EMWEF.
"The parent's role is to help, guide children during this time of crisis so that the children do not become disconnected from society, and take to drugs," she said.
Deliberating on 'Drug Awareness and its implication on Health', Mumtak Passing, Secretary, DAWA said drug abusers are often mistaken as irresponsible, lacking morals and willpower. However, to quit drug addiction takes more than good intentions or a strong will. Adequate awareness on drugs and its implications can help prevent drug abuse and help addict lead productive lives, said Passing.
Peer pressure is another factor that may contribute to youth's addiction to drugs, said Bulia Pulu, legal advisor, EMWEF. "A child is more likely to take risks like drugs and alcohol, being influenced by the kind of companion," she said and advised the parents to encourage the positive aspects of peer pressure.
The intense deliberations were followed by display of simple physical exercises to lighten the mood by Desai Linggi, Principal, Nani Maria School.
Younger generation urged to preserve traditional dresses
KHONSA, Jul 29: An exhibition showcasing the rich indigenous traditional dresses of Tirap was organized by the Tirap district administration under the aegis of Northeastern Zonal Cultural Centre, Dimapur and the Directorate of Art and Culture, Naharlagun at Town Club here yesterday.
Speaking on the occasion, Tirap Zilla Parishad Chaiperson Chawang Lowang said that the onus is on every to preserve, protect and promote the rich legacies of the district handed down to the people by their ancestors. He exhorted all to spare no effort to preserve the rich traditional dresses of the Noctes and the Tutsas.

Association appeals CM to intervene on shifting of NHPC ED office
ITANAGAR, Jul 29: NHPC Contractors’ Welfare Association (NCWA) opposed shifting of Executive Director NHPC, Regional Office from Itanagar to Guwahati and conversion of Regional Office, Itanagar into a liaison office.
The association said that various local contractors are engaged in NHPC services and also providing vehicles to NHPC on hire basis along with engagement in small petty contract works and other civil works. In case of closure of Executive Director Office, Itanagar, the contractor community would face a lots of difficulties even to get a petty contract work.
It said that the state government has awarded numbers of projects to NHPC within the state, so decision to shut down the Executive Director office, Itanagar and handle the entire episode of the state from other state is uncalled for.
Taking the grievances of the contractors, the NHPC contractor association appealed to the Chief Minister to intervene and direct the NHPC authorities to recall their decision to close Regional Office, Itanagar and also cancel the transfer order of Executive Director, RO, Itanagar to Guwahati adding that shifting of office from one state to another state would also spread wrong message to NHPC and other power developers regarding the state of affairs of the state.

ITANAGAR, Jul 29: The International Federation of Journalists (IFJ) joins affiliates the Indian Journalists Union (IJU) and the National Union of Journalists (India) in condemning the illegal dismissal of respected union leader Geetartha Pathak from the Assam Bani on June 19. The IFJ and its affiliates say the action is a direct and deliberate attack against Pathak’s trade union activity and have called for his immediate reinstatement.

Describing the action as a “witch hunt”, the IJU said the dismissal was: “Nothing but victimization for trade union activity.”
The IFJ, IJU and NUJ (India) call upon the management of Assam Tribune Group of Publications to immediately reinstate Mr Pathak. The NUJ (India) Secretary Pramod Saini said: “We call upon the immediate withdrawal of all false charges levied against Pathak and that he is immediately reinstated. If there are any cases charged against him, we ask that you follow the due process of law and uphold the principles of natural justice.”
The IFJ said this was a clear breach of his right to union activity and that the South Asia Media Solidarity Network, comprising all the key unions in South Asia, had also strongly criticized the actions of the Assam Tribune Group in its resolution last week. “The IFJ calls on all Indian journalists and our colleagues in the region to back our journalist colleague and his right to union activity and call for his reinstatement by the Assam Tribune Group.”

The organizing committee has decided to impose stricter rules on players throughout the tournament this time and “disciplinary actions” will be initiated against erring players within an hour after receiving complaints.
The semifinals will be held on August 12 and 13 and final will be played on August 15.

It was aimed to check migration of people from international borders to urban areas and simultaneously develop those areas. If properly implemented these two policies has potential to change the life of Arunachalee citizens living along international and national boundaries. Majority of the land of foothill area is being encroached by Assam. Government of Arunachal has not been able to safeguard the interest of citizens of foothill area. However if SEZ is established it will end encroachment activities and also provide employment opportunities. On the other hand population at international boundary has been thinning due to massive migration to urban areas. If indeed government develops border areas in true spirit, it will not only stop migration but will also open up the window of job opportunities for the local population.

Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) urges the people of Arunachal to ensure ritual code of conduct while celebrating festivals.
Yes, that’s true and possible to practice a particular culture and have faith in another unrelated religion.
Since many years it is reported that some people have been solemnizing local indigenous festivals killing Mithun without maintaining proper ritual. Yes, killing not sacrifice. Because in absence of proper rituals, mithuns or any animals can’t be sacrificed. They can only be killed.
At one point of time, “Loss of Culture is Loss of Identity” used to be the slogan. Well many seems to have understood the gravity reading between the lines. It is a good indication. Such friends ought to come one more step closer and add “Loss of faith is loss of culture”.
I salute my brothers who are doing their best for common culture, practice to preserve their original indigenous, eternal, culture and faiths, handed over to them since innumerable generations, and I appeal them to keep it up.
We are tribal having our own ways of life and uniqueness. This uniqueness is our speciality, beauty and identity. People from other corners visit our land to know and enjoy our uniqueness and not to see us initiating them or even some times misrepresenting their ways. So I appeal to people of Arunachal to maintain their own identity and culture and also support common culture like Abotani festival.

This is regarding your July 21st edition in which there was a news regarding proposal for foothill road connectivity. First of all, I would like to thank Kiren Rijiju for taking up such a commendable job. It is like a dream come true for foothill people of Arunachal Pradesh as they had hoped for last three decades.
Since 80’s, I have heard from our elders that some genuine people have been demanding foothill road connection but due to lack of strong political will among political leaders till today entire Arunachal people are suffering.

Moreover, illegal operation of Stone Crusher Units are creating nuisance for the people through Air & noise pollution causing threat on local inhabitant’s health.
Further, the illegal acts of the two Pvt. Highway Construction companies are not confined to establishment of Stone Crusher Units but also they are illegally diverting the flow of rivers course by deploying excavators for digging and extraction of minor minerals which is affecting the river life to a large extend.

Companies. Merely withdrawing their monthly salary would not help the state government of Arunachal Pradesh to generate revenue for the state. The Officer Concerns of Department of Geology & Mining, Govt. of Arunachal Pradesh should strictly check, monitor and regulate any illegal mining operation in the districts for welfare of the people, environment and State in collaboration with the District Administrations & Police to book the violators as per law of the land instead of earning easy money by misusing their official position by excusing the violators.
As a concern citizen of Papum Pare District we request the District Administrations, Department of Geology & Mining, Govt. of Arunachal Pradesh District and concern MLAs to initiate all necessary action against the violators to immediately stop all illegal mining activities going under Papum Pare District and at the same urge the concern Youths, public, Students Unions and public leaders to place their concern against such illegal practice.

The mute organisations, individuals and PDS
Dear Editor,
This in response to headline “Infamous PDS scam investigation on snail pace”. The issue was in vogue when I was a small child but even today the issue is not yet solved even though I have grown up enough! PDS scam which occurred more than 10 years ago is still under investigation. There was a time when many organisations raised their voice against this issue but today everyone is mum. It seems organisations and individuals have forgotten about this issue.
All those accused allegedly involved in PDS scam are roaming freely. All accused comprised of business men, bureaucrats, contractors and politicians are living a luxurious life after misusing public properties without fear and hesitation. They know very well that they won’t be punished and government does not have proper law in place.
Such delays in delivering justice not only encourage the perpetrators but also help develop invincible fearless culprits and hopelessness among the society. Hence I would like to request all MLAs and ministers to bring solution to such a huge problem and frame effective rule in this legislative Assembly session.
And also exemplary punishment should be given to accused if found involved so that no one dares to involve in corruptions and scams.

Not all are same
Dear Editor,
In the Reader’s Forum section of 25th July, Vijay Taram has written open letter to the CM of the state wherein he has stated that the CM should stop creating new Circle HQ and stop recruiting new Circle Officers as the existing Officers are sufficient enough to man all necessary posts.
Also he has bestowed his advice of appointing more judges so as to minimize the hardship faced by litigants in travelling, whenever they are summoned to far of courts at Tezu, Aalo etc.
Also he has given the example of Ushain Bolt in depicting the over eager attitude of Administrative Officers in pleasing the CM, MPs and MLAs. His suggestions are good and needed very much in today’s time but Taram should keep in mind that all Officers irrespective of departments are not the same. There are honest and good officers in all Departments. Just because a few officers rushed out to meet VIPs does not mean that all officers are mere chamchas. There are really good and honest Cos, EACs, ADCs and DCs who need not come under the umbrella of Chamchas.
Creating xyz circle HQs on mere whims and fancy without basic infrastructure won’t solve the people’s problems. It is rather a punishment for the officer posted in such circles and it doesn’t serve the purpose.
Yes judiciary and executive should be divided and it is being done in a pace rather slow; and moreover the executive magistrate was never paid a single penny for carrying out the duties, whether weak or strong of the Judicial magistrate.
So in due course of time, change will come and the state will witness more if not full appointment of judicial magistrates/ judges and well wishers and citizens will often see more open happy days.
